Bolivia tailings spill - Reventó ducto de colas de Minera San Cristóbal

Last month, a pipeline carrying mine tailings to the Lake Wila Qára impoundment in Bolivia ruptured, causing a spill that extended some two kilometers towards the Lipez Río Grande of Lípez.

In my role as Executive Secretary of the Federación Regional Única de Trabajadores Campesinos del Altiplano Sud (FRUTCAS, or Regional Federation of Campesino Workers of the South Altiplano), it is my responsibility to report and denounce to Government authorities and to the public that I have received a telephone call from the city of Uyuni, informing me that a pipeline carrying mine tailings from Minera San Cristobal has ruptured in the locality of San Cristóbal, province of Nor Lípez, in the department of Potosí. The pipeline carries mine tailings to the Laguna Wila Qára tailings impoundment, and the waste contains high levels of highly contaminative chemicals, including cyanide.

The incident occurred on the night of Wednesday February 13 and, as of this day February 16, it is being controlled by the operator Washington who is still cleaning up the wastes.

It is believed that the spill extends some two kilometers in the direction of the Río Grande of Lípez, and reports are that, happily, the wastes have not advanced rapidly due to their thickness, but it is feared that rivers have been affected, causing environmental and ecological damages. The San Cristobal mines utilize 40,000 cubic meters of water daily. In the face of this and other situations of insecurity on the part of Minera San Cristobal, competent authorities have been asked to observe the location and make an impartial evaluation about the effects of the spill, and as it is the case that the appropriate authorities are not complying with their role of oversight and control, we appeal to institutions and media so that they may verify and evaluate the damages.

Para los Señores Ministro de Minería Ministro del Agua Desarrollo rural y Medio Ambiente Prefecto del departamento de Potosí Prensa Oral y escrita.

En mi calidad de Secretario Ejecutivo de la Federación Regional Única de Trabajadores Campesinos del Altiplano Sud (FRUTCAS) hago la denuncia y reporto a las autoridades de Gobierno y a la opinión pública que recibí un informe telefónico desde la ciudad de Uyuni. Se conoce que en localidad de San Cristóbal provincia Nor Lípez del Departamento de Potosí, lugar donde opera la Minera San Cristóbal, propiedad de la Apex Silver, a reventado el ducto que conduce las colas al depósito de la Laguna Wila Qára, situada a 15 km de San Cristóbal, los residuos contienen altos índices químicos, entre ellos el cianuro, que son altamente contaminantes.

El hecho habría ocurrido el día miércoles 13 de febrero en la noche, se conoce hasta el día de hoy 16 de los corrientes, ha sido controlado por la operadora Washington y que todavía están recogiendo los residuos.

Se estima que los residuos habrían hecho un recorrido de aproximadamente unos 2 kilómetros con dirección al Río Grande de Lípez, los informantes manifiestan que felizmente no avanzó con celeridad debido a que su contenido es espeso, pero se teme que caiga a los ríos cusando daños ambientales y ecológicos.

La Minera San Cristóbal utiliza la cantidad de 40.000 mts3 de agua por día. Ante estas situaciones de inseguridad por parte de la MSC, se solicita a las autoridades competentes vayan a verificar en el lugar y hagan una evaluación imparcial sobre sus efectos, en otro sentido las autoridades competentes no están cumpliendo su rol de fiscalizadores, por lo que solicito a las Instituciones y medios de comunicación hagan llegar esta información a las autoridades competentes para que puedan verificar y evaluar los daños.
