The US coal industry - reeling from sagging domestic demand, plummeting profits, and tanking stock prices - is desperate for a new market for its wares, and thinks it has found one in China.
But, according to a new Greepeace report, the Chinese market for US coal exports may well dry up before major new US coal shipments ever reach its ports.

Nine reasons China won't need enough coal to justify coal ports in the Pacific Northwest

U.S. coal companies claim that exporting low-grade coal from the Powder River Basin through ports in the Pacific Northwest to Asia is big business, a sure thing, easily worth the pollution and disruption the new coal infrastructure would cause. Their case to investors, local communities, and state regulators is based on a simple premise: China's demand for coal is steady and rising. And that does seem to be the conventional wisdom.
But there are reasons to think the premise is false, and that the extraordinary sacrifices being asked of Northwest communities - dozens of trains a day passing through, spewing dust and noise; gigantic, polluting ports crowding out the cultural amenities in some of America's most bucolic coastal towns - will lead not to jobs and enduring prosperity, but wasted time, wasted money, and disappointment.
I've been seeing threads of this story here and there for a while. Now Greenpeace USA has done us the service of weaving them all together into a (remarkably brief and readable, as these things go) new report: "The Myth of China's Endless Coal Demand." It acknowledges that China will continue to rely on coal in the short term, but notes that long-term trends are not in coal's favor:
[China] is deliberately, and quite effectively, decoupling its economic growth from coal such that future economic growth may not manifest in increased coal consumption. The results of this decoupling are already present: A rapid expansion in hydroelectricity, wind, and solar has pushed down coal's share of energy production from 85% to 73%, and this trend will continue. ...
... Assuming Chinese coal demand continues to weaken and that it sticks to its policies to curb coal use and increase renewable investment, the Chinese market for US coal exports may dry up before major new US coal shipments ever reach its ports. [my emphasis]
Imagine all those coal trains and ports built only to find that the market for their wares has collapsed. It's not hard to imagine - it's happened before! (See No. 8 below.)
Here are the report's nine reasons why China's coal demand will not be steady and rising, not enough to justify risky bets on U.S. coal ports:
- A desperate industry - not sound economics - is driving U.S. coal export proposals.
- China produces nearly all of the coal it consumes.
- China's economic growth is slowing.
- Coal use in China is flattening out.
- Chinese policy caps on coal production and consumption will decouple economic growth from coal.
- Renewable energy is on the rise.
- Chinese society is resisting coal and becoming more aware of its impacts on health and water.
- Unstable Asian demand has sunk U.S. coal export proposals in the past.
- International competitors recognize flagging Chinese demand.
You can dig into the report for facts and figures on all those, each of which is probably worth its own post. A great deal hinges on the Chinese government's ability to get a handle on provincial party leaders who have spent decades being rewarded for growth (said growth measured in part by the rise in energy use). If China's central government makes decarbonization and energy efficiency tickets to advancement in the party, it could meet or exceed its ambitious energy-intensity targets. And it's difficult to predict the course of civil unrest, but given the severity of the air-quality crisis in China and the fact that some large cities are banning further coal development outright, it's not hard to see a middle-class coal backlash accelerating the process more than anyone now expects.

Are Pacific Northwest towns really going to gamble on Chinese coal use? In this day and age? The Chinese themselves are explicitly working to rein coal in; they recognize, with the rest of the world, that their rising coal consumption is the single global energy trend most likely to doom future generations to an out-of-control climate. Seems like kind of a creepy thing to hang your economic future on, doesn't it?
The Pacific Northwest is full of climate hawks and innovators, entrepreneurs and green-minded politicians. It is well-positioned to be a leader in the 21st-century race to sustainability. What a disaster it would be, how pathetic, to enter that race hobbled by a flailing last grasp at dirty coal money.
U.S. Power Giant to Cut Coal Emissions Polluting Eastern States

COLUMBUS, Ohio - The U.S. EPA, eight states and 13 citizens groups have reached an agreement with American Electric Power that requires the nation's largest power company to cut air pollution at 16 of its coal-fired power plants across the Midwest and South.
The settlement comes in a lawsuit originally filed in a federal court in Ohio in 1999 and is a modification of a prior 2007 settlement in a federal-multistate air pollution lawsuit.
That case addressed the air pollution carried from AEP plants east of the Mississippi River into New England and the Mid-Atlantic states. Under the 2007 settlement, the company was required to install $4.6 billion worth of pollution controls and to invest $60 million in air pollution reduction projects.
AEP asked to reopen the settlement to change the pollution control technology on its two Rockport coal-fired plants in Indiana, which would save the company more than $1 billion in installation costs. In exchange, AEP agreed to meet a lower sulfur dioxide limit across its Eastern system beginning in 2016.
The new agreement lowers the "cap" on the total amount of sulfur dioxide, SO2, pollution that can be emitted by the 16 power plants in AEP's eastern fleet.
AEP agreed to deeper and quicker emission reductions that lower the power plants' emission levels far below federal requirements.
If the modified consent decree, filed with the U.S. District Court in Ohio Friday, is approved by the court after a public comment period, AEP and its subsidiaries will reduce their total SO2 emissions by roughly 90 percent by 2029 from its baseline emissions before the original 2007 settlement.
The agreement means that by 2015 AEP will stop burning coal at three power plants in Indiana, Ohio and Kentucky.
A total of 2,011 megawatts of coal-fired power will retire under the new settlement, removing some 12 million tons of climate-warming carbon emissions and nearly 84,000 tons of sulfur dioxide, SO2, that those three coal-fired power plants emit each year.
As part of the modified settlement, AEP has agreed to give a total of $6 million to the eight states involved in the settlement: Connecticut, Massachusetts, Maryland, New Hampshire, New Jersey, New York, Rhode Island and Vermont. These funds will cover programs to mitigate the effects of air pollution carried east from AEP's Midwest plants.
"Coal-fired power plants make the largest contribution to air pollution in New York's skies," said New York Attorney General Eric Schneiderman. "Updating our settlement with the nation's largest power company will allow us to gain quicker and deeper cuts in their air pollution emissions, while providing more than $700,000 in additional funding to combat pollution in our state."
Massachusetts Attorney General Martha Coakley said, "This settlement will require the company to dramatically reduce its harmful plant emissions, invest in more renewable energy resources, and provide funds for programs to mitigate the effects of SO2 pollution."
AEP also agreed to provide $2.5 million in mitigation funds to citizen groups in Indiana for projects which may include diesel vehicle retrofits, health and safety home repairs, solar water heater installations, replacement of dirty outdoor wood boilers and land acquisition projects.
The agreement also commits AEP to developing 50 megawatts of wind or solar power this year and an additional 150 MW of wind or solar power in Indiana or Michigan by 2015.
"Across the Midwest and the Great Plains, in states like Iowa and South Dakota that already get 20 percent of their energy from wind sources, clean energy is powering homes, putting people back to work, and protecting families from dangerous and expensive coal-fired power plants," said Kerwin Olson, executive director of Citizens Action Coalition of Indiana, one of the settling groups.
"Indiana has one of the fastest growing wind industries in the nation and is creating thousands of local jobs," he said. "This settlement builds on that success and will only accelerate Indiana's and our nation's responsible transition to an economy powered by clean, renewable, affordable sources of energy."
Under the modified settlement AEP will install pollution-curbing dry sorbent injection, or DSI, technology on its Rockport coal-fired power plant in Southern Indiana, saving the company more than $1 billion in installation costs.
The 2007 agreement had required AEP to install flue gas desulfurization technology at Rockport - a more expensive technology that results in greater pollution reductions, but the parties agreed to the DSI technology in return for an earlier installation date, the other coal plant retirements, and clean energy investments.
Under the new agreement AEP must either retire the two Rockport units in 2025 and 2028 or install additional controls designed to achieve removal of at least 98 percent of the sulfur dioxide they emit.
AEP also will stop burning coal at the Tanners Creek Generating Station Unit 4 in Indiana, the Muskingum River Power Plant Unit 5 in Ohio, and the Big Sandy Power Plant Unit 2 in Kentucky.
The retirements of these three power plants represent the 140th, 141st, and 142nd coal plants to retire or announce their retirement since 2010. Since January 2010, more than 50,000 megawatts of coal-fired power have been retired or committed for retirement nationwide, an outcome the Sierra Club's Beyond Coal campaign has been working to achieve.
"Today's agreement will protect public health, reduce the threat of climate disruption, and create a cleaner environment for families in Indiana, Ohio and Kentucky," said Jodi Perras, Indiana campaign representative for the Sierra Club's Beyond Coal campaign.
"Across the country, the coal industry faces unprecedented setbacks as its share of electricity generation plummets and the cost of coal continues to skyrocket. This agreement is only the latest sign of progress as our country continues to transition away from dirty, dangerous, and expensive coal-fired power plants," said Perras.
The 13 citizens groups involved in the settlement are: the Clean Air Council, Citizens Action Coalition of Indiana, the Environmental Law and Policy Center, the Hoosier Environmental Council, the Indiana Wildlife Federation, the Izaak Walton League, the League of Ohio Sportsmen, National Wildlife Federation, the Natural Resources Defense Council, Ohio Citizen Action, Ohio Valley Environmental Coalition, the Sierra Club and the West Virginia Environmental Council.
